Appointment Process:

Appointments for contact visits may be scheduled up to two weeks in advance. Appointments for non-contact visits may be scheduled one week in advance. Between 8:00 a.m. and 12:30 p.m. visiting staff will only process visitors that have an appointment. Visitors who do not have an appointment may walk-in at 12:30 p.m. However, walk-ins will be processed at the completion of scheduled appointments. Visitors should not arrive on institutional grounds more than 30 minutesprior to their scheduled appointment time.

There are three ways an appointment can be made for contact visits:

In Person:

When visitors exit the visitor processing center at the conclusion of their visit, they may schedule their next visit.

By Phone:

Visitors may make appointments by calling (559) 992-7526 on Tuesdays, between the hours of 7:00 a.m. to 10:00 a.m. This phone line will only be answered on the aforementioned days and times.

Online using the Vistor Processing Appointment Scheduling System(VPASS)

The Visitor Processing Appointment Scheduling System, known as VPASS, is an online application offered as a service to help expedite the visitation scheduling process. Approved visitors may access VPASS to schedule an appointment between 8:00 a.m. to 12:30 a.m. When scheduling an appointment at CSATF for Facilities A-B-C select West Processing Center and for Facilities D-E-F-G select East Processing Center. The system will also allow the visitors to receive information about any changes to visitation via email or on the VPASS home page.

Visitors will be required to report to their respective Visitor Processing Centers 30 minutes prior to their scheduled appointment for processing. If the visitor arrives late for the scheduled appointment, they will not be processed as an appointment. Once open visiting begins at 1230 a.m. the visitor will then be allowed to process.

Non-Contact Visits:

Visitors may schedule an appointment for Non-Contact visits with inmates assigned to Short Term Restricted Housing (STRH) one week in advance by calling (559) 992-7100, extension 5712, Wednesdays, 9:00 a.m. to 3:00 p.m. Visitors for non-contact visits are required to arrive (1) hour prior to their scheduled appointment. Late arrival may be result in cancellation of the scheduled visit.

Visiting Assistance:

A CDCR funded Visitor Center is at the institution operated by a community-based organization under contract to CDCR. The Visitor Center provides visiting assistance to family members and friends including a sheltered place to wait before and after visits, transportation to and from local transit terminals, childcare, clothing appropriate for visits on loan, and information about local resources, visiting rules and regulations. Statewide Inmate Family Council Message:

Local Inmate Family Councils (IFC’s) are a gathering of family and friends of the incarcerated who meet regularly with Wardens to support visiting since keeping strong family connections with loved ones is a powerful rehabilitative tool. These IFC’s promote visiting by clarifying rules and regulations as well as discussing health, education, vocational training, packages, books, and related issues. About California Substance Abuse Treatment Facility and State Prison, Corcoran

The primary mission of the California Substance Abuse Treatment Facility and State Prison at Corcoran (CSATF/SP) is to protect the public by ensuring those inmates who are remanded to the California Department of Corrections and Rehabilitation (CDCR) remain in custody, until they are scheduled to be released. CSATF/SP will accomplish this by employing the highest standards of Correctional Professionalism in the performance of our duties.

Protect staff by providing the proper equipment and best training that is available in the use of the equipment, and by ensuring staff are informed of Departmental Policy and Procedures, while consistently reinforcing that all behavior must fall within those guidelines.

Protect inmates by ensuring the CSATF/SP properly classify and house them within Departmental guidelines, by holding the inmate population and staff responsible for adhering to Departmental Policies and Procedures, and fairly enforcing all law and regulations.

Provide the inmate population access to the Department s Disability Placement Program (DPP), Developmental Disabled Program (DDP), medical, dental, and mental health services that meet the applicable standards. Work with medical staff to ensure competent, compassionate, and professional care is provided at all times.

Work with and provide support to the Office of Substance Abuse Programs for the purpose for establishing the best substance abuse treatment programs that are available to the population.

Provide educational, vocational, re-entry and self-help programs that are current by society s standards that will provide inmates life skills, and work skills that can be used in support of their efforts at reintegration into society.

Encourage public awareness and interactivity through or Citizens Advisory Counsel, and facilitating appropriate access by outside agencies, legislators, the media, and public to maintain accountability.

About the Warden

Stuart Sherman has been warden or acting warden at the California Substance Abuse Treatment Facility and State Prison, Corcoran, since 2013. He has served in several positions since 2004, including chief deputy administrator and correctional administrator.

He held multiple positions at California State Prison, Corcoran, from 1997 to 2004, including correctional administrator, captain and correctional counselor. Sherman was a correctional counselor at North Kern State Prison from 1993 to 1997 and at the California Correctional Institution from 1991 to 1993.

He was a correctional officer at the California Medical Facility from 1986 to 1991.

CDCR – California Substance Abuse Treatment Facility (SATF-CSP, Corcoran) is classed as a medium security facility. It has a strengthened perimeter fence and electronic detection systems to ensure inmates stay within the confined areas within the facility. To help inmates prepare themselves to rejoin the wider community, offers a wide range of work and treatment programs. The medium classification means that the inmates are supervised 24/7 with controlled movements. Medium and security prisons house more serious offenders, but inmates can also be sent to serve time in a lower security facilities for things like good behavior at the end of a sentence.

CDCR – California Substance Abuse Treatment Facility (SATF-CSP, Corcoran) is a state prison. This penitentiary is operated by the state of California Department of Corrections (DOC) and is used to house and rehabilitate criminals sentenced by a judge to a specific commitment term. The state s prisons are funded by state tax money to provide food and clothes to inmates and to train and hire employees to operate the prison efficiently.

Convicted criminals are sent to prison as punishment and are property of the state . They must follow very strict rules of conduct and order or they are held to additional punishment like loss of privileges or isolation. They do retain some rights as granted by the state and federal constitutions. Prison is like a town inside a town. There is a mayor (the warden ), police (correctional staff ), a jail (disciplinary segregation unit, the SHU, the hole ), laws (administrative rules ), judges (hearings officers ), a store (the commissary ), housing (cells ), medical care (infirmary ), library (law, education and lending ), civic organizations (clubs ), worship (chapel ), a park (the recreation yard ), a cafeteria (chow hall ), and the inmates all have a job that assist in keeping the facility running.
There is no privacy in prison – inmates dress, shower, and use the bathroom in the company of other inmates. Inmates are required to make their bunks and keep their personal possessions neat. All inmates wear identical clothing and must carry their identification card with them at all times. Most possessions allowed must be purchased from the canteen. Meal times are assigned and inmates have 25 minutes in which to eat and leave the dining room, there are no seconds. Inmates are subject to searches of their person and/or cell at any time. All movements of inmates from one area to another are monitored and supervised.
Visitation is a privilege reserved for inmates in good standing and contact is limited. All phone calls (except legal calls) are recorded and monitored and must be made collect or with a pre-paid account, or a debit card.

Inmates with special classifications have a different set of guidelines, please call for that information. Visitors must arrive 30 minutes prior to their scheduled time to check in. Late arrivals will not be admitted.
